Best Voice AI Developer Platforms (2026): 8 Compared
Eight platforms for developers building voice agents, compared on pricing per minute, channels, bring-your-own-model options and stated compliance. 2026-10-14.
Best voice AI developer platforms: eight compared
Developer voice platforms sell building blocks for agents that talk on calls or in browsers. Eight publish enough to compare: Vapi, Retell AI, ElevenLabs, Deepgram, Bland AI, Bolna, Google Dialogflow and Synthflow. Billing and channel coverage differ more than the demos suggest. Researched from the sources below on 2026-10-14. AnveVoice is our product. It is left out of the ranked list because it does not fit this use case, and the page says so. Other tools are described from their own websites, checked on 2026-10-14. We do not receive payment from any tool listed.
How we chose
This list is for engineering teams who will assemble or configure agents, not site owners wanting a finished widget. AnveVoice is a ready-made website agent rather than a developer kit, so it is not ranked here.
- Pricing transparency (weighted most): published per-minute or plan prices, and what is billed on top.
- Channels: phone, web SDK or widget, SMS, and how each is documented.
- Control: bring-your-own models, voices or telephony.
- Deployment and compliance options the vendor states, such as data residency or VPC.
- Languages and limits, including whether the vendor says what it does not cover.
The shortlist at a glance
Tools are ordered by fit to the criteria above, not by price or popularity. Pricing columns describe how each vendor charges, using the vendor's own pricing page checked on 2026-10-14.

1. Vapi: model-agnostic hosting with provider pass-through
Vapi hosts the orchestration for voice agents over phone and web, with SDKs for browser and mobile (React Native, Flutter, iOS) and a script-tag widget. Models and telephony are passed through at provider cost, so you choose each component. The hosting fee is $0.05 a minute, a Core plan is $29 a month prepaid, Pro is 10% of the hosting fee with a $999 monthly minimum, and Premier is custom. The Enterprise tier lists SSO, custom RBAC, ZDR and dedicated SIP; HIPAA is a $2,000 monthly add-on. Limitation: total cost per minute is above $0.05, and the entry package is labelled 'No Success Package'.
2. Retell AI: itemised per-minute pricing and built-in telephony
Retell lets you build, test, deploy and monitor voice and chat agents, with built-in telephony: buy a US or Canada number or connect your own provider over SIP. The Web SDK and embeddable widget add browser voice. Pay-as-you-go starts from $0.07 a minute with the components itemised, $10 in free credits and 20 free concurrent calls. Failed calls are not billed and billing is to the nearest second. Enterprise is custom, from 50+ concurrent calls. Limitation: minor internal inconsistencies on number fees, and SMS appears on the pricing page but not in the docs.
3. ElevenLabs Agents: voice quality with a published plan ladder
ElevenLabs combines speech recognition, an LLM, text-to-speech and turn-taking. Agents deploy as a web widget or on phone via SIP trunking, a native Twilio integration or batch outbound. Configuration supports 31 languages, and client tools can run in the browser. Plans: Free (15 minutes), Starter $6 a month, Creator $22, Pro $99, Scale $299, Business $990, with extra minutes at $0.08. LLM usage is billed separately and telephony providers bill directly. Limitation: the pricing table alignment was unclear on the page, so we used its FAQ figures, and browser actions are developer-written.
4. Deepgram Voice Agent API: a low-level API with bring-your-own options
Deepgram's Voice Agent API handles listening, thinking and speaking over a WebSocket, with SDKs in Python, JavaScript, C# and Go and template apps. A Browser Agent SDK adds voice to web applications, and you can bring your own LLM or text-to-speech. Standard is $0.075 a minute pay-as-you-go ($0.068 on Growth), Advanced $0.163 ($0.146), with bring-your-own options down to $0.050; new accounts get $200 credit with no card, and Growth starts at $4K+ a year prepaid. Billing is on WebSocket connection time. Limitation: it is an API, not a widget, and Voice Agent API languages are not published.
5. Bland AI: all-in per-minute pricing for phone agents
Bland builds, monitors and improves voice agents that make and receive calls. The per-minute rate includes the LLM, speech-to-text and text-to-speech, so there are no separate token charges, and its Enterprise tier lists on-prem or VPC deployment, a BAA, SSO and data residency. Start has a $0 platform fee at $0.14 a minute of talk time; Build is $299 a month at $0.12. Telephony is billed separately (your carrier or built-in Twilio at pass-through), and transfer time costs $0.05 a minute on Start. Limitation: docs mention monitoring web conversations but describe no website widget.
6. Bolna: Indian-language phone agents with local residency
Bolna focuses on inbound and outbound phone voice agents, in 10+ vernacular Indian languages including Hinglish, Hindi, Tamil and Telugu. It offers a no-code dashboard with templates plus APIs, a CLI and SIP trunk integrations (Twilio, Plivo, Vobiz), and lists India and USA data residency and on-premise options. Pay-as-you-go starts with a $10 top-up at 6.00 cents a minute (about 4.5 with larger top-ups) and $5 free credits; a Pilot is $300 for 6,500 minutes. Limitation: telephony and a platform fee are added per minute, the FAQ mentions token billing the pricing section does not reconcile, and web voice is not described.
7. Google Dialogflow: usage-priced agents on Google Cloud
Dialogflow CX (Conversational Agents) offers deterministic Flows and generative Playbooks, a Messenger web widget, a phone gateway and partner telephony (AudioCodes, Avaya, Twilio, Voximplant), with about 130 language entries and no seat fees. Flows chat costs $0.007 a request and voice $0.001 a second; Playbooks chat $0.012 a request and voice $0.002 a second; new users get $600 (Flows) and $1,000 (Playbooks) of trial credits that expire after 12 months. Limitation: you build the experience yourself, WhatsApp is not among the built-in integrations, and Dialogflow ES pricing was not captured.
8. Synthflow: enterprise phone automation with its own telephony
Synthflow offers a visual Flow Designer, a Test Center and its own telephony, plus 200+ integrations with CRMs, ERPs and Zapier. It claims sub-100 ms latency and 99.99% uptime, and claims SOC 2, HIPAA, PCI DSS and GDPR compliance; all are vendor claims. The pricing page lists a single Enterprise plan from $30,000 a year, while the homepage separately says you can start building free and pay as you go; the two are not reconciled. Limitation: a web widget is not mentioned, and the entry price is far above self-serve tools.
Where AnveVoice fits
AnveVoice is a finished website voice agent installed with a script tag, not a toolkit for building your own agents, so it is not ranked here. If you only need voice on your own site, see our website voice roundups.
How to run a fair bake-off
- Build the same three-turn conversation on every platform and record end-to-end latency from your own network.
- Price one realistic month, including model, telephony and compliance add-ons, rather than the headline rate.
- Test interruptions and background noise, which demos rarely show.
- Read the compliance and data-processing terms before sending real customer audio.
